One person has been arrested with an “edged weapon” by Secret Service and Capital Police after the Russian Embassy called to report a passerby threw a bag over the fence of the grounds. The bag has been cleared by explosive ordinance disposal and emergency services are beginning to allow residents near the embassy to return home.
