Ukraine’s Ministry of Defense has accused the Russian military of targeting a Liberian-flagged civilian merchant vessel near the port city of Odesa with a Kh-31P air-to-ground anti-radiation missile.
According to local media, a local ship pilot was killed and three Filipino crew members were wounded.
