Ukraine Dismisses Head of State Guard, Agriculture Minister, and Deputy Prime Minister

On May 9 2024, President Volodymyr Zelenskyy signed a decree dismissing Serhiy Rud from his role as head of the Office of State Protection of Ukraine (UDO).

This decision was made following accusations involving two UDO colonels who allegedly conspired to assassinate President Zelenskyy, Security Service of Ukraine (SBU) chief Vasyl Malyuk, and Defence Intelligence head Kyrylo Budanov. The SBU announced it had disrupted the plot and detained two UDO colonels for passing classified information to Russia.

On the same day, the Verkhovna Rada – Ukrainian parliament – removed Oleksandr Kubrakov from his position as Deputy Prime Minister and Minister of Community Development, Territories, and Infrastructure. Supported by 272 parliamentarians, the decision was made in Kubrakov’s absence. Kubrakov had led the ministry since December 2022, but the faction decided to redivide it. The parliament also considered dismissing Mykola Solskyi, Minister of Agrarian Policy, amid allegations of state land misappropriation.
