Biden Issues Memorandum for $1 Billion in Foreign Assistance to Ukraine

United States President Joe Biden has issued a memorandum to the secretary of state using the Foreign Assistance Act of 1961 to direct $1 billion from the DOD to assistance for Ukraine.

“MEMORANDUM FOR THE SECRETARY OF STATE

SUBJECT:       Delegation of Authority Under Section 506(a)(1)
               of the Foreign Assistance Act of 1961

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 621 of the Foreign Assistance Act of 1961 (FAA), I hereby delegate to the Secretary of State the authority under section 506(a)(1) of the FAA to direct the drawdown of up to $1 billion in defense articles and services of the Department of Defense, and military education and training, to provide assistance to Ukraine and to make the determinations required under such section to direct such a drawdown. 

You are authorized and directed to publish this memorandum in the Federal Register. JOSEPH R. BIDEN JR.”

This also comes as Ukrainian President Zelensky is set to visit the White House and Capitol Hill today. “Statement by White House Press Secretary Karine Jean-Pierre on the Visit of President Volodymyr Zelenskyy of Ukraine:

President Biden looks forward to welcoming President Zelenskyy tomorrow, December 21, at the White House, after which President Zelenskyy will address a joint session of Congress, demonstrating the strong, bipartisan support for Ukraine. Three hundred days ago, Russia launched a brutal assault against Ukraine. In response, President Biden rallied the world to support the people of Ukraine as they defend their sovereignty and territorial integrity. During the visit, President Biden will announce a significant new package of security assistance to help Ukraine defend itself against Russian aggression. The visit will underscore the United States’ steadfast commitment to supporting Ukraine for as long as it takes, including through the provision of economic, humanitarian, and military assistance.”
