At approximately 0228 EST, initial reports indicated that Self-Declared Luhansk People’s Republic (LPR) deputy Filiponenko was killed in a car bombing in Luhansk city. By 0430 EST, the Russian Investigative Committee announced it had commenced an investigation into the bombing. Their announcement reads below:
”Investigators and criminologists of the Republican Investigation Department of the Investigative Committee of Russia are inspecting the site of the explosion of the car of a deputy of the People’s Council of the LPR
Today, in the morning, an unidentified explosive device exploded under the bottom of the car, as a result of which Mikhail Filiponenko died.
Based on this fact, a criminal case was initiated on the grounds of a crime provided for in paragraph “b” of Part 3 of Art. 205 of the Criminal Code of the Russian Federation (terrorist act), part 1 of Art. 222.1 of the Criminal Code of the Russian Federation (illegal acquisition, transfer, storage, transportation, forwarding or carrying of explosives or explosive devices), Part 1 of Art. 223.1 of the Criminal Code of the Russian Federation (illegal manufacture of explosives).
Investigators and forensic investigators of the Investigative Committee for the LPR and the Main Directorate of Forensic Science (Forensic Center), as well as experts from the Forensic Center of the Investigative Committee of Russia are conducting a detailed examination of the car and the scene of the incident; a number of forensic examinations, including explosives, have already been appointed.“
By 0600 EST, the Ukrainian TG channel TCH posted this:
“OFFICIAL from GUR! In occupied Luhansk, a war criminal, Mykhailo Filiponenko, was killed
November 8, 2023 at 08:40 a.m. due to a car explosion, the so-called deputy of the so-called “Supreme Soviet of the LPR” from the Russian Party of the Liberal Democratic Party – Philipponenko Mikhail Yuryevich was eliminated.
He was involved in the organization of torture camps in the occupied territories of Luhansk region, where prisoners of war and civilian hostages were subjected to inhumane torture. Filiponenko himself personally brutally tortured people.
The special operation to eliminate the executioner of Filiponenko was carried out by the GUR together with representatives of the resistance movement.
As a result of the morning explosion, Filiponenko died on the spot.“
