The Center for Strategic and International Studies (CSIS) has released these imagery products showing the clearing of jungle, building of a new pier, dredging operations, and the construction of new buildings. The presence of foreign troops in Cambodia violates the Cambodian Constitution and 1991 Paris Peace Accords, however the Cambodian Defense Minister confirmed in 2021 that Chinese advisers were assisting in construction. The China Metallurgical Group Corporation is in charge of dredging operations.
