At approximately 0418 EST, reports began to emerge that Russian Long Range Aviation (LRA) assets were about to conduct missile strikes against Odesa, Mykolaiv, and Kherson Oblasts. According to Ukrainian Mykolaiv Governor Kim, (9) Tu-95 BEAR bombers took off from Engels Airbase in Saratov Oblast, Russia. By 0534 indications showed that at least five Kh-101 missiles were launched from these aircraft as well as bombers near Mariupol over the Sea of Azov.
By 0537 air raid sirens had sounded in almost all oblasts in Ukraine as civilians began filming Russian missiles flying through the air.

The first explosions were registered in Kyiv at 0705 and have been ongoing throughout the last hour. Kyiv Ukraine Mayor Kltischko has told press that infrastructure facilities have been hit throughout the city with up to eight explosions registered so far. Electricity, water, and mobile communication outages have been reported throughout Kyiv, Dnipro, Lviv, Odesa, and Kharkiv.

Outside of Kyiv, a Russian projectile struck near the Kremenchuk Hydroelectric Power Plant in Svitlovodsk, Kirovohrad Oblast. Ukrainian energy operator Ukrenergo has also announced that emergency power must be shutdown throughout the country for the remainder of the day in order to prevent tat network from being overloaded.
These strikes came only eight days after the November 15th strikes in which more than eighty five Russian missiles struck Ukrainian energy infrastructure throughout the country. At this time, these strikes seem to have only involved 20 missiles, but we will update as more information becomes available.
Russian Security Council Deputy Head Medvedev told press during his visit to Region Research Center that “people should not hope for Russia to run out of missiles since we have enough for everyone”. In response to questions if the Russian Federation can sustain these strikes. This announcement and missile strike also comes on the same morning as the European Parliament voting to hold Russia accountable as a state sponsor of terrorism.
